Section 1.  America’s constitutional history and historical experience is unique among nations and revered by the American people.  It is the right of citizens to require the United States Congress to serve . ...........

Section 2.  To secure the rights of citizens it is prohibited to pass any law, enact any regulation or adjudicate any matter that would diminish, in any way, the authority the ...............................................................  The provisions of this Article are enforceable within the United States which shall include the Several States, the District of Columbia, and the Commonwealth of Puerto Rico, the Commonwealth of the Northern Mariana Islands and the territories and possessions of the United States.

Section 3. Congress shall have the power to enforce by appropriate legislation, the provisions of the Article.
