WE HAVE THE VOTING POWER

In States where we are required to place a Legislative Call on the State
ballot knowing the composition of potential favorable voters is very
important.
There are approximately 368,000 churches in the United States. 125 million
church
adherents belong to churches that either
lean toward
or have strong Conservative values. It
is estimated that another 20 million Conservative voters, who do not identify
with an organized religion, will be supportive with one or more of the
proposed Amendments. CITIZEN INITIATIVES plans to promote its Constitutional
Amendments
in 250,000 of the 368,000 churches and
through multi-media campaigns. Given the political climate in America today,
we have an excellent opportunity to succeed in securing from State
Legislatures Legislative Calls for most of our proposed Amendments.
There are three sides of the “voting power
” question: 1) do we have enough votes in
Initiative
State ballots to force State Legislatures
to make a Call on Congress; 2) do we have enough votes from
legislators in Legislative States
to reach the 34 States needed to force
Congress’ hand; and 3) will we have enough
legislator or delegate votes in all States to win the ratification
battle.

In Initiative
States we have at least 2.3 conservative or leaning conservative voters for
every vote
needed to win (see Voting Tables in Chapter 4)
To
win at the ballot in Initiative and Legislative States, in non-Presidential
years, as little as 11 million Conservatives would be needed out of 119
million voting adults. That represents only 9% of the voting population in
the 50 States. We have far more than enough voters to win at the ballot and
to force State Legislators to make a Call on Congress for “SINGLE ISSUE”
Federal Conventions.

When we consider the results of our independent polling research1,
66% of the general population when confronted with the issues and costs
relating to abortion in America agree that they would support a “SINGLE ISSUE”
Federal Convention to protect the Unborn Child. Educating the populations in the
States about the loss of Constitutional and States Rights and associated
losses in GDP and tax revenue will persuade many to vote in our favor for most
of CITIZEN INITIATIVES’ proposed Amendments.

For the first time in 60 years fiscal policy, and the deepening recession,
complements social policy. The feverish anger of conservatives over the
National and State debt will be the catalyst for advancing many additional
“SINGLE ISSUE” Federal Conventions. For example, the advancement of the
Balanced Federal Budget Amendment will help advance the Constitutional History
Amendment, School Voucher Amendment, Legal Immigration Amendment, Free Markets
Amendment, etc. This is truly a once in a generational lifetime
opportunity for conservatives.

In Initiative States CITIZEN INITIATIVES expects to secure a Call from 18 of
24 States. In Legislative States we expect to secure the Call from 16 of 26
States. 34 Calling States will force Congress to convene a “SINGLE ISSUE”
Federal Convention for each proposed Amendment.

In Legislative States we have the same positive voting percentages to win at
the ballot. The problem we will face is persuading legislators to either
make the Call on Congress voluntarily or place the Legislative Call on the
ballot for the people to decide. We will not be able to force the issue by
placing the Call on the ballot through a citizen initiative. The party
affiliations and political philosophy of legislators change with each
election which for State House of Representatives is usually every two
years. CITIZEN INITIATIVES plans to conduct a continual lobbying effort on
State Legislators in an effort to persuade them to make the Call or place it
on the ballot. Given the political and economic changes taking place in
America the task of persuading legislators will not be as difficult as
several years ago. This again is a once in a generational lifetime
opportunity for conservatives.

Legislators to whom we have presented an Initiative have generally responded
favorably. It is also true that many of the legislators we have talked with
do not have a correct understanding of the “SINGLE ISSUE” Federal Convention
process. CITIZEN INITIATIVES will be working hard to educate many of them on
the issues and Convention process. Reinstating States and citizen Rights will
be foremost in our efforts in appealing to them for support. Regular
Legislative Seminars are planned at the Capitals of all States. Town Hall
Seminars are also planned in metropolitan areas for the purpose of gaining
support from local citizens.

38 States must ratify each proposed Amendment. As the “SINGLE ISSUE”
campaign runs its course in the States CITIZEN INITIATIVES believes 4
additional States will come forward. Their legislators will not want to be
left behind to answer to their constituents for neglecting to secure their
citizens’ Constitutional Rights. Of course, legislators will also be
reminded of States’ Rights that have been taken away by Federal Courts and
Congress. This political pressure on the legislators in Initiative and
Legislative States will help to secure 38 ratifying votes for many of the
proposed Amendments.

secure 34 Legislative Calls for each proposed Amendment. It will
